"WV's economy was kept locked to coal by decisions of politicians & economic barons. Economies tied to FF production tend to have crappy social services, rampant poverty & ill health, & go thru crippling boom/bust cycles. WV powers-that-be could've used coal $ to start transitioning to a different economy years ago. But they tied WV to a sinking ship. They didn't suffer--the powerful rarely do--but WV citizens have."
