They may - similar to the treatment or recovery from labial agglutination - I imagine a place behind the testes is fused but in labour the requisite hormones are released in order to allow it to open, wherein the natural course of relaxin hormones cause the canal to open enough to pass the baby through.

I wasn't able to find any books on fifty-first century biology while I was alive, so this is only my best guess.
