That is one stubborn statue. If nothing else works, you could probably drill some metal screws into it, and fill the holes up with some rubber cement.
Buying a new statue probably would be easier and faster though.

Hearing the names Johnny Cash and Severus Snape in the sentence is kind of disturbing. Even more so when they're being compared.

If this statue was alive once, and it has a chance of coming back alive... I'd leave the arm alone.
You could get a surgeon to reattach it or something later.
