Those are both true, but humans don't like being trapped. And being stuck inside this barrier is too much already. If you try to force us to stay in the village they'll probably just become more violent.

The Malnosso find ways to come into town, even into people's homes to kidnap them without trouble. I don't know if it's any safer in town.
