Since the foob site keeps giving us liographies of minor characters we don't care about, I decided to take a page from their play book and do one for a character who will never be given one.
As you would expect, your very funny history of Hoo boy, led me down the AMU Reprint path of seeing just how often "Hoo" was said by characters in For Better or For Worse. That strip I linked was the only other one that was not said by a Patterson, or Gerald. It occurred often enough in the Patterson dialogue over the years, where it seems obvious to me that "Hoo" must be something that Lynn Johnston herself says from time to time.
Perfection! You've gathered all the stereotypes that serve as the ingredients to Beth's literary Cheapie Weenie Casseroles and made a dish to my liking.
You need to write some more! (Though I can't think of any particular requests at the moment...)
Looking at the strip you linked to- who the hell says "Congratulations on the birthday" when "Happy birthday" would suffice? Or even "Congratulations on turning 16"? (Though that doesn't really sound like something a teenager would say to another teenager.)
Heh. I like that theory. It might be an amusing enterprise for someone to translate a foob strip into Japanese and then back into English to see what happens. ;)

Lynn has trouble writing for humans in general, let alone teenagers in particular. :)

(Well, that's my theory anyway.)
