I had originally thought that this was just Elly lacking common sense and thus being unable to anticipate the means by which April can get away with defeating the latch but then, I remembered that Lynn is incapable of understanding any route of escape that does not require April to be deliberately deceitful. April cannot wander off into traffic without actually intending to because that would mean that Elly isn't being purposely disobeyed. It would also require Elly to understand those ways and do something about them that's not to her tastes like 'remembering that when a child that tiny says "Okay", what she's saying okay to isn't graven in stone.'

It wouldn't even restrain all large field animals. A horse could jump over that fence easy peasy.

The thing is as howtheduck said: we're not meant to see how easy it is for April to wander out into on-coming traffic. The gate and the impromptu pry-bar are a distraction meant to focus on April getting away with something. In Elly's world, there can be no accidents. There can be no ignorance. There can be no lack of awareness of one's surroundings. There can only be disobedience.
