It's recently been discovered that the mutant Gambit, in a fit of rage at what has happened to New Orleans, was responsible for the damage caused to the surrounding cities in Alabama and Mississippi.

Apparently, Gambit charged up Hurricane Katrina and threw it at Biloxi. Gambit hates Mississippi.
