Now that Tosh can leave the basement, she's a little desperate to do so. It's not like she minds staying inside for long periods of time, but knowing that she's stuck somewhere for any extended period of time tends to make her claustrophobic.
She's done all she can until Jack gets her the components for the computers and earpieces she needs to build for Torchwood, she left a map with Rift locations marked for Jack at the reception desk, and now she's out of the hotel, walking through the park down by the water for no good reason.
It's windy, and a little cold, and most people would go inside at this point, but Tosh is too grateful for the fresh air to even consider it.
She's also clearly ignored her own advice about not going out without someone with her. But then, she has her gun, for one thing, and she has a panic button strung around her neck, zipped underneath her jacket. She doesn't foresee running into a problem she can't handle with one or the other.
