There is a small girl, appearing to be no older than the age of 10, staring at Tonks. She's wearing a red kimono that can't possibly be warm enough for this weather, but she's got a big grin on her face, like the lack of warm clothing isn't bothering her in the least bit. She seem to get distracted by typing something on the iPad in her hand, but then she steps into Tonks path and holds it up for Tonks to see.
OHAAAAAAI~♪, it reads.

It was a very dangerous thing for her to do, stepping into Tonks' path. Tonks could have easily collided with her. Someway or another, she managed to stop just short of running into her. "Oi! Are you trying t'get run over?"
Upon reading the pad (and approving of the rainbow colors), Tonks instantly felt like an ass. First, the poor girl couldn't speak, how awful for her. Secondly, she was a child. Third and finally, Tonks thought she might be able to garner some information out of her. "Wotcher." She read the rest of the pad. "Eh... I dyed it." It was natural, so to speak, but being a metamorphmagi wasn't something she was going to explain to a Muggle.
Tonks smiled at the girl, "Isn't it a bit late and a bit too cold for you to be out all on your own?"
And don't worry, Tonks. Uchiko-chan is pretty much the opposite of being a Muggle. She's essentially magical by her very nature, and she grew up in the Nexus, where being able to change the appearance of your body at will is practically mundane in comparison to some of the things that happen there. She finishes typing a response and shows it to Tonks.
Nope, not at all! I can be out as late as I want to, and the cold doesn't bother me. Would it make you feel better if I put on a coat?
Oh, and would you mind if I used mindspeak to talk to you? Some people really don't like it, so that's why I use this at first. Don't worry, I can't actually read your thoughts. :3
For the longest time, Tonks just stared at the girl after she had spoken into her mind. "Your parents don't mind you being out this late?" It was the first thing that popped into mind, not the mindspeaking (which clearly she didn't mind) or the lack of a coat. "How're you doing that?"
This is not at all who Harry is expecting to find in the fountain at Grant Park. Actually, Harry Potter didn't expect to find anyone at all so the sheer fact that there's someone in the freezing cold fountain followed by the fact that he knows this person?

How is it that he went so long with only Hermione then by himself completely to this? This is the third person from his universe to drop in in the last two months.
For a second, Tonks wondered if there were geese around. It almost sounded suspiciously like someone had called out her name. It was suspicious enough that Tonks stopped walking and turned around. "Harry?" She started to approach him. "Oi, what happened? Did I take a portkey by mistake?"
Harry shakes his head at the question, wondering at... how this keeps happening. Does it mean something?
"No, you didn't take a portkey," he says, and he presses his hand against the back of his neck as he tries to think through the best way to do this. Again. "You fell through a Rift. There these breaks in time and... space. I've been here for almost a year."
"A year?" For a couple of seconds, Tonks was silent. "I see." And for a few seconds after that, Tonks didn't speak. "You've not been missing a year. Matter of fact, the last time I saw you Remus, Moody and I had just handed you off to the Dursleys." A look of sadness crossed her face but didn't linger for long. "Makes sense, I suppose, you look older."
