What is unusual is the fact that he's actually waiting on someone to show up who's not his stalker girlfriend stalker, and is, in fact, coming as close to performing a civic duty as he may be capable of when not coerced. Granted, spilling other people's secrets isn't a civic duty in most circles, but Torchwood kinda has its own definitions on a lot of things.
