Thane is on the pier, hunting rifle on his back, staring out across Lake Michigan and not caring too much that he's in sight of all sorts of CCTV. No one tends to come up to him when he's so obviously armed like this, not even police - and if police do decide to make this their problem, he'll either shoot them or teleport out. Or one, then the other.

He's thinking. A bit about the mess he's found himself in, a bit about Suzie, a bit about April, mostly about whether or not he can get the materials for a bunch of incendiary chemical dirty bombs. He's pretty sure he can, but the issue is the catches - he wants something to lure the Doctor out of his little hidey-hole, and a sequence of bombs set to blow up his precious city which only he could disarm would be nice. The trick is getting it complicated enough that Torchwood looks at it and gives up, and while he knows how to do that in principle, this isn't a great century for that.

He misses having a Time Agent partner. This would be easier with a partner. Of course, his partner had that unfortunate habit of shooting him, so to hell with that.
