The TARDIS is (un)happy.
She pounced on the Torchwood team the instant they came back and got out of their SUVs - literally, in fact, summarily scooping them up and pulling them inside. So it was good fortune (as well as a sound tactical decision) that Torchwood had set up their triage and ICU in one of the larger rooms of the TARDIS anyway - though not, as she suggested, on the cricket pitch.
And now they're BACK and they're SAFE and the TARDIS is going to protect them with all the power of Time and Space at her disposal. But for the moment, without a specific threat present, she's just been showering psychic CLING down on everyone, part of her pack or not.
