Will Tippin has very little idea what's going on with Torchwood. This is not to say that he hasn't tried to find out, but he's been hindered by a few things.
Actually, he's mostly been hindered by Sydney not letting him out of the Tower. He keeps trying to slip out, to do some research, try to find out what's going on, and every time he does... He's starting to think she may've gotten Marshall to give her a homing device and then planted it on him somehow. He hasn't FOUND one (and he's looked), but he's still not ruling it out.
So, since he can't do anything (which is driving him nuts), he's wandering around the (apparently, if you talk to anyone but him) unused wing of the Tower, poking in rooms. Hasn't felt like striking up any conversations with the people (ghosts, ghosts, he has to remember that, even if they look normal) he's run into so far.
That doesn't mean he won't talk if someone approaches him.
