New Betta with a Possible Burn

In my opinion, it doesn't look like anything is wrong with him, but the picture is very blurry so its hard to say for certain. Keep a close eye on him for a couple of days and if you see no odd changes in behavior or changes in the scales then he is probably alright. I've had some bettas with similar patches of oddly colored scales and it just looked different in different types of lighting; whether flourescent, or incandescent or sun light, the scales will appear to change a bit in color.

Also if he scraped himself somehow you can buy things like Tea-tree oil or special scale coatings that help to heal the wound and repair fins and scales. Fish have a natural coating on their scales that protects and heals them so it helps to keep that nourished. I once had a betta whose fins got all torn up from a sharp plant. so i took the plant out and started putting a few drops of tea-tree oil in once a day. the fins not only repaired themselves but actually grew longer and more beautiful.

Definitely test the ammonia in the tank, as another user stated.

Thanks! Yes, I just noticed the other day that the white coloration is gone and all I see in it's place is a line. So it got much better.
