Because there's so much that needs to be addressed between the two of them and yet he doesn't know if it ever will be. Perhaps it's better that way. There are wounds on both sides, after all. Plenty of blame to through around.

He chooses for his response to be text as well, and anonymous. If Angel doesn't want to approach him, he won't force the issue.]

Maybe it depends on who is being asked to forgive and why.
