Actually, someone wrote a fic ages and ages ago based on the premise that Gallifrey was not destroyed and that President Romana used some machine or something to hide the telpathic contact from the Doctor. And then the machine broke down and contact was reestablished and the sh*t hit the fan, so to speak. I cannot find it, though - anyone recognize it?
