Video fades in, but doesn't focus at first. What's being shown is the deck, apparently, though the picture is unclear. There appears to be static interference and negative images distorting the picture, in addition to what sounds like whispering over any ambient sounds would be picked up on deck

A Time Lord is someone from the planet Gallifrey, who trained to travel through time and space. They can sense the flow of time as you might the smells on the wind.
