Ashley is an apprentice witch who is usually busy studying to improve her ability to cast spells, brew potions, and various other witch-like things. She's also employed in Wario's company, Wario Ware Inc. from time to time, though like everyone else she's regularly fired.
Personality:
Outwardly, she appears to have very little emotion at all, and this tends to be the truth. However, testing her patience or just being bored for long enough can put her in a bad mood. Being irritated by something will also cause her to practically loom over whoever or whatever ended up doing it. Though that's not to say she can't be happy at all. It just means that if she is happy, there's a chance it's a cause for alarm, as it tends to mean she successfully pulled off whatever spell she was working on at the time. Likewise, she'll be a little miffed if spells don't work out right, though it's never enough to get her especially upset.
She also has quite a bit of an ego on her, having two theme songs that both say how powerful and great she is. Otherwise, this aspect of her usually goes unexpressed, since no one really questions her ability as a witch. Second guessing her is the best way to get on her bad side, though how upset she'll be depends entirely on her mood at the time. At the very least she'll tell whoever doubts her how wrong they are, and at most she'll show them how powerful she is first-hand.
Backstory:
Because of the way she is, nothing is known about her motivations about joining Wario Ware Inc. Where she was before that is also never brought up though it would be safe to assume she was just practicing magic the whole time and never made her presence known until recently.
While working at the company, she had a run-in with the space alien Orbulon, whom she believed to be the ingredient she needed for a substance she was working on. After sending Red to try and capture him with no results, she claimed to decide to use Red as the missing ingredient, though currently being in existence means this probably never came to be. After that, during her second job at Wario's company, Ashley gained the power to turn a seed into a monster plant using the power she obtained from a living magic book, though why nobody noticed the thing suddenly popping out of Ashley's mansion is anyone's guess. Or where it when to afterwards, since it was never brought up again.
At the present, Ashley is currently fired from Wario Ware Inc. and is just working on her magic like she usually does. Only time will tell what Ashley has planned, or if Wario will make use of her services again. Though she was skipped over for one of Wario's latest money making schemes, but she's thankful since she hated the dress code required for the job. (Specifically this:

What brings this person to Diamond City?:
Ashley lives in the haunted mansion that stands out like a sore thumb among all the bright, colorful buildings of Diamond City, and as long as she's got her home, she has no real reason to be anywhere else.
Misc. Notes:
Ashley and Red are not the only residents of Ashley's house, and she'd more than welcome any ghoulish visitors to board up there, as long as they don't end up being too annoying for her. So if any boos/dry bones/etc. need a place to stay, Ashley's mansion should offer the 'comforts' of home. Uboa from Yume Nikki is currently a known resident, so be wary of turning off the lights when roaming about the mansion.
While she claims to never play with dolls, she owns a stuffed toy bunny, though in her defense it looks like it's a 'dead' stuffed toy bunny and it's head isn't attached to the body.
She has a strange affinity for spoons for some reason. Or rather, turning people into them.
Exotic creatures beware, for she will be especially interested in you. Don't even bother asking what's behind her back. But don't run, because she'll just try that much harder to catch you. Or just send Red after you once he shows up. But there's a reason why I have an icon of her with a knife.
