STEP 1
Okay! First thing's first. Find something to color! I'm picking that image of Feliciano because he's just so adorable, don't you think?
So open up your base and crop it > resize to 100x100
STEP 2
Got it? Good. Now duplicate your base and set it on linear burn 100%. And you get what you see below.
STEP 3
Okay! Now make a new layer and set it to screen 100%. Color in the character's blush with a pink color (I used #f5989d) and color in the background patters behind him (Used #ed1c24 for the background). The icon should look like this:

Now here comes the fun part where you actually get to color! Make a new layer and set it on multiply. Color the character's skin ONLY (#ffdab2 for those who want to know). The icon should look like this when you're done:
Simple, right?
STEP 5
Duplicate the multiply layer and set it to linear burn. Erase most of the orange color on his face with a soft eraser (I used the 27 px soft eraser) so that his face can have a shadowy look. Like so:

Now repeat steps 4 and 5 and create new layers to color in his hair (#984f09) and his jacket (#0072b3). The result should look like this:

Now create a new multiply layer and color in the background with #9d0a0e. After your done, set the layer opacity to 45% and your icon should look like this:

Make a new layer and set it on multiply. This time, we're going to color in his mouth using #f5989d. After you're done, use a soft brush to erase some of the side so that his mouth could blend in like so:

New layer > overlay. Use #fffbcf on top of the hair shine so that it looks more natural. See the difference?
STEP 10
Here's the best part. Well, in my opinion at least. Go to layer > new adjustment layer > selective coloring and set the following under "absolute":
reds
C: -34%
M: +20%
Y: +29%
B: +8%
yellows
C: -15%
M: +5%
Y: +18%
B: +9%
cyans
C: -13%
M: +14%
Y: +30%
B: +0%
blacks
C: -6%
M: +0%
Y: -6%
B: +0%
aaaaand you're done!
