I accidentally googled up about an experiment from a year or so ago involving making salt-water combustible through the use of radio waves (see here) which is fascinating and has some interesting possibilities for fictional application, but the problem - one problem - is that it takes more energy to do it than you can get out of it, so as one green blogger points out, it's not a miracle solution to ANY energy crisis.
