I think Anna was working for heaven... like Castiel said, they don't just let you out. I thought immediately that she was sent. Plus I think in the information for the episode it said the angels sent an agent... and that agent was Anna. I think Uriel just wasn't supposed to get involved which is why he said he shouldn't be there or whatever.
I think the important thing to remember is that heaven is possibly split... it's possible Michael is not in league with Zachariah and his posse. Zach seems more hell bent on things ending violently for the most part and he sneaks around doing what he wants... Michael seems to at least be in league with God's plan (if he does indeed exist and is still around) while Zach pretty much let it be known that he'd do anything he wanted since God wasn't around to tell him otherwise. I think if anything Anna was sent by Zachariah's posse, who are the people who captured her in the first place.
Either that or her motives were her own, she DID escape somehow, and she thought killing their parents and preventing them from existing would get her brownie points from heaven and get her back on the good list :P
