Vilnius memorandum. The full text of the memorandum "On Measures to Preserve the Independence of Belarus" adopted in Vilnius on November 3, is published on Facebook page of the Rada of the Belarusian People’s Republic (Belarusian Government in Exile). The document was signed by some leaders of opposition parties and CSOs headed by the Chairperson of Belarusian Government in Exile, Ivonka Survilla, and confirms readiness to "unite the efforts in preserving the full sovereignty of Belarus".
