At best she put someone in a position of power based solely on how personally loyal they were to her (heck of a job, Brownie), and then didn't make sure they were doing their job right.
But this measure was introduced on her watch in a state with one of the highest rates of rape and incest. So either she's a crony-loving incompetent, or just plain horrible. Either way, this is not the first woman I want in an executive role in the WHite House.
