Sorry lass, I can't really say.

There's always a couple flyin' around the place so I don't take much notice. Some have message canisters, others don't.

As fer why they started lettin' people take 'em, I dunno.

Y'see pigeons with their little message backpacks on from time to time, but s'been a long time since I seen 'em actually make a delivery.

Perhaps we could try and figure this out, then.

It seems that I wasn't the only one to receive a message. It's possible to try and see if anyone else would be willing to share what they were given.

[At least that way, they'd come closer to being able to piece things together.]
