Zuko is Bella. His mother has dragged his sister off to Japan to visit their uncle and talk tea, and he has successfully wiggled out of it to go live with Father for a while. Yes, he has the scar. Yes, his daddy gave it to him. You have no idea how scary the prospect of talking tea with Uncle is for months on end.
Ozai is Charlie, and thus Forks's chief of police. This is exactly as bad an idea as it sounds. It does not help that he is one of the 'benders in town.
Jet is Edward. This means Jet is a telepath. This is exactly as bad an idea as it sounds. He's also very fundamentally Jet.
Sokka is Jacob. This means he gets to establish links to the sequel. Also, his daddy is Bato. Apparently Hakoda took this week off.
Song is Carlisle. What? She's a doctor, he's a doctor, she's a vampire (eventually), he's a vampire. She uses the powers of compassion for such important things as sexing up her wife and sexing up Ozai so he doesn't go flamethrower on the local vampires.
Jin is Esme. She is sexy.
Longshot is Alice. He sees the future. He still doesn't talk much, and he likes archery. Fortunately, he does sketching and note-writing.
Smellerbee is Jasper. She can mess with your emotions. She looks pained at everyone's stupidity a lot.
Jae is Rosalie. I have no idea what Rosalie's special vampire power is, so whatevs. He likes to mess with Jet by getting bitchy over Jet preferring Zuko to him. He's more than a bit of an asshole. Also, an earthbender.
Sang Min is Emmett. Super-strength. Earthbender. Phwoar.
Zhao is James. Yes, we're breaking the Earth Kingdom vamp streak, but the show has already well-proved that Zhao looks good without a shirt. Also, the attempt snuff film creation at the end of the movie with Zuko and Zhao would be ever so much creepy.
The other badvamps are unassigned. Long Feng and Hyo are Volturi and don't show up this movie.
