As far as I can tell the layout changes only apply to your actual page but not your dashboard? Which is where everyone views everything, anyway, so I don't know what the point is. But if you link someone to your tumblr, like "you.tumblr.com" or whatever they'll see the layout. It's just that when you personally are using Tumblr, AFAIK you get the blue standard thingy all the time. I think you can get custom dashboards but I don't know where or how.

I hate Captcha! I've been having that recently too. Or it's upside down or something, or contains letters from another alphabet. FUUUUUUU

But it doesn't even seem to be on my own page correctly. And if it only applies to my own page rather than the dashboard, that's rather annoying, since that's where I plan to spend the majority of my time. Ah, well.

As far as I can tell, tumblr will make you grateful in comparison for LJ's formats. I haven't found a way to force everyone to a readable format, and my god, no one on tumblr apparently is capable of designing one on their own.

I'm tavella there, though my tumblr is even more boring and scant than my LJ, at least so far.

Since so many customized layouts I've seen have been a total mess, and customizing isn't very user-friendly, I went with one of the premade themes. That is not just you.

I'm svgurl410! On the customizing, I wish I could help but I have no clue and I'm too lazy to figure it out, lol. I hope someone else is able to give you some useful advice though!
