I just wanted to say that I feel like your twin. I am also 5' with big boobs, a small butt and very dry hair. I can't help with everything (for some of these questions, I will be keeping an eye out, too because I have the same problems), but I do have some answers!

Kiehl's Intensive Repairateur Deep Conditioning PAK has saved my hair. Just, saved it. I also have been using kind of blah shampoo and conditioner because I am also cheap. That being said, this product is a bit pricey ($18/ one tube), but it is AMAZING. If you can't splurge for that at least 1) cut down on the number of times you wash your hair every week. Not only will this give your scalp a break and allow your natural oils to moisturize your hair, it will also cut down on the number of times a week that you have to heat style your hair. And 2) give yourself an olive oil scalp massage, coat your hair in the oil, wrap it up and let it sit for as long as you can. If you have avocados hanging around, smash some of those up and put those suckers on your hair too. It'll look gross, it might even smell gross, the cleanup will be less than pleasant, but your hair will thank you, and it'll be cheaper than buying a bunch of products. I have also used Queen Helene's Cholesterol Conditioning Creme with success. It's a lot cheaper than the Kiehls stuff, but it's a little bit harder to manage.

To help your butt (I'm sorry, I'm immature, I giggled)- this may not necessarily make it bigger, but climbing stairs (a LOT of stairs) will make it more muscular and perky. Lunges and any kind of ballet will also have the same effect. I'm a dancer so I pretty much find that the best, funnest, and most effective way to keep myself in shape is dance, but in lieu of that, pilates and yoga give me a lot of muscle tone, and I always add in some cardio so I don't die of a heart attack someday. I normally do a rotation of running on the treadmill, ellipticaling on the elliptical, and swimming. I always want to do the bikes but I'm too small and I end up bruising places that should not be bruised :(

As for the skin on your butt, I know a lot of people swear by body brushing, but I just use those exfoliating shower gloves, they work really nicely for me on all of my skin!

For the dresses try secondhand shops if there are any in your area. They can be really hit-or-miss, but sometimes you get something great, and it's always cheap. If there are no secondhand shops, Forever 21 has really cute stuff for cheap, but it is cheaply made. My stuff from that store always rips after like 6 months to a year. Nordstroms Rack is also a really good place to look for cute stuff, and I've found good stuff at Ross too.

I'm a 34D, and I like Target's bras and Kohl's bras. I actually find stuff there that's cuter than places like Victoria's Secret. Nordstroms also has a really nice lingire department, and stuff there is not as expensive as you would expect.

I'm 5'3" and too short for exercise bikes too! How irritating!
