Mine always shrink up as well, but as the day goes on they bunch up but i have several different "styles" and it seems to be only one style.. which is not the skinny jeans.

i'm not sure what US size i am? i'm 24 in levis and xs in most shops (zara/fcuk/topshop/etc) but i like levis curve id jeans. they really mold to your body, and i think they do small sizes. i have one pair in 24 and it fits fine. a smidge big though, but it doesn't stretch out after a few hours unlike some other jeans.

When I was a 00 short my favorite jeans were from 7 For All Mankind, Hudson, Abercrombie Kids, and AE. I have very skinny legs so it's always hard to find jeans that fit around my waist, but aren't baggy around my thighs and butt. If that's what you mean by baggy, I'd check out the other 3 brands I listed.

I don't know about shrinking or anything, but I would suggest buying jeans that fit as well as you can find and then getting them tailored to be what you want.
