If someone murders someone but then they're sorry about it, what would you think?

The circumstances matter. If it's self defence, that's different. If it's not... Then they killed a person. Someone has last someone they cared about. Why should feeling sorry matter to the person who has lost someone they'll never get back? Actions should be accounted for.

There are other punishments, not just imprisonment for murder.

There were a list of rough laws drafted up. There is a jail, so imprisonment would be possible. Community service, being re-chipped if their chip was removed and house arrest were all suggested as possible punishments.

I would say that the worst punishment for killing another person is guilt. Unfortunately, it's not always the case that the person feels guilt.

There are multiple reasons a person might feel guilt for their actions, and multiple reasons they might not. It's dependant on the person and not something that can simply be explained.
