So we are 16'' under for the year, that is with rain fall. So here is some thing to think about...
How big, volume in inches, would a cloud have to be at 92F to make a sheet of water 16'' thick covering a 100x100 mile area.
You can assume any temp for the final temp and assume 100% relative humidity at 92F.

So this is fun to me...
I'll try and get an answer soon if you dont want to figure it out yourself.
