I seem to recall that I had heard about this before at some point, but I'm not sure if it's a hoax or not. A very quick run by snopes.com didn't help.

Speaking of "population: us," maybe we really don't have the full story here. The Sunshine Project traces this to 1994, but I'm not convinced. What if this technology was actually developed decades ago? What if, concurrently with Tuskegee, they've been testing out the gay bomb all along—in our very own San Francisco?!?

But! The Gay Bomb would have been disastrous...did we not learn from Sparta that an Army of Lover can never be defeated...so making all of our enemy gay and horny would mean that they'd beat us every time...and we'd lose our freedom!
