Kinda surprised by this. They've been selling the single season blu ray boxsets over here since the Complete collection came out.

They are legitimate dvds. I don't own any of them myself but I assume they are VERY lacking in any extras.

No, they were legal. They were essentially just blu ray versions of the DVD counterparts - except season 2 and 4 weren't split up into 2 sets.
