The dress features: a rounded scoop neck, empire stitching, long sleeves with dramatic sheer, lace trim bells, and a coffin gathered striped [velvet and mesh] skirt. This dress used to have some kind of belt that is no longer. One of the corded loops is missing and one is coming undone. You could snip the loops off or mend the loops and provide cording for a belt.
