When I first moved back to Portland, Oregon in the late '80s, we would get lots of snow from around mid-January to mid-February. The rest of winter would be freezing rain and black ice. Coming back in 1998 and then 2003, it seemed the winters got milder and drier for the most part. Maybe snow once in December and again in February.
We are on day three of continuous snowing, so I wonder if that is meant to make up for the milder winters of the past two decades or so.
