Unless the writer had another story in which Lambo had a sister. OR IPIN WAS HIS SISTER.

Only Gokudera has the sister, though.

I think the sister here was just conveniently added in to provide Lambo with an excuse for background angst.

That is probably the most probable explanation. I've looked through the author's profile and she seems to have some other Lambo fics - maybe she added a sister for Lambo in one of those.
