I'm missing something. So, if you want to visit a site that's "problematic", you have to agree to see a picture of this guy saying, "Shame on you"? Does it stop you proceeding to the site, or do you click to make this guy go away, like an annoying ad?

I have to go past a lot of irritating things on the 'net; I don't understand why this isn't the same thing.

No, if you want to visit a site that's "problematic", you can't. You have to call your ISP and let them know that you'd like to be able to see sites that are "problematic".
