Let's talk about how this, and the promise of Robin loving Halloween "always dressing up in crazy costumes," made back in the first season, is fulfilled in "The Slutty Pumpkin Returns."
In S1, Ted said that line on the roof to Robin and in S7, we got the demostration on that roof of how Ted was right. She met her Hansel, Barney.
But I would like to broaden the discussion, saying that Barney made Robin wanted to look like a complete idiot even on other occasions: let's talk about her in 'Return of the Shirt' when she was ridiculous in front of the camera in order to win the bet with Barney, or what she dressed when they went to the rave in 'Murtaugh', or when she wore the fur of some animal in 'Natural History'.
Well, it's perfectly fulfilled. And this isn't even remotely coming from Barney. This is Robin 100% wanting to dress up and wanting the two of them to have matching costumes. Yeah, she's mocking him for being Canadian the way he mocked her, but she's also grasping at and reveling in this new connection between them: "our shared heritage", she says.
And she wants nothing more than to be couply with Barney in all the ways that horrified her in Season 1. In fact, we've seen Robin do all those things with Barney before they were actually together even. It shows that Ted was absolutely right that when she's with the right guy those things are just going to seem natural to her and she's going to want them

The whole Barney and Robin sharing a heritage plot in this episode is so important when contrasted with "The Slutty Pumpkin". In "The Slutty Pumpkin" Robin hates sharing anything while in this episode, yet in "The Slutty Pumpkin returns" she absolutely revels in Barney and her "shared heritage" - and this is consolidated by the fact that she finally dresses up in matching costumes with Barney for Halloween.
I absolutely love how Ted's line in The Slutty Pumpkin is totally fulfilled here. The B/R scenes in the Slutty Pumpkin Returns are absolutely hilarious. I love "fun" B/R episodes, and this is another great one.
I also think it's not just about B/R, but in some sense it shows how Robin has grown up. In S1, she didn't like halloween, didn't like cheesy "love" stuff, etc. However, by S7, she has embraced all that and doesn't necessarily care about being/looking cool anymore. Some of it is obviously because she's been in love at this point (which she hadn't in S1), but I think some of it is also that she's become more comfortable with herself. Of course, the second she finally manages to reach the point of comfort with herself, it all gets taken away from her in Disaster Averted-Tick Tick Tick-Symphony of Illumination.

t's a case of being cruel to be kind. It was the only way he could save her from herself at that point and give them both a chance at the happiness he knew they could have together.
I like the way you said this because it seems like Robin was caught inside herself in a way that someone (Barney) needed to get that doubt and fear out of her. By doing The Robin, yes it was bit cruel but it was the good cruel out of love and wanting for Robin to get over her fears of being with Barney and I think it a great way to look at The Robin and the year Robin had before that.
