Where financial awareness is concerned, I may even be slightly less up-to-speed than you claim to be. However, I'll add my thoughts on a couple of the items you mention.

The energy-efficient buildings and the hybrid vehicles are things that may pay off in the long run, but cost a bunch right now. In some ways, it may be cheaper to maintain the status quo for the moment. To pose a ground-level analogy, my Suburban certainly close to the bottom tier in terms of fuel economy. I'd love to exchange it for something a bit less thirsty. Thing is, it's paid for, and the cost of fueling it up for the next few years is still going to be substantially less than buying something newer and more economical. Through the years, efficiency and economy are more easily achieved through attrition. That is, we'll build or buy something better when the current one wears out, rather than dumping it while it still has some life left in in. My humble opinion; your mileage may vary (so to speak *g*).

As for the Law Enforcement Wireless, I'm not entirely sure where that funding was/is supposed to be directed. If we're talking about computers in cars, and handheld access to criminal justice information systems, a lot of the technology is there already, we just need some more money to pay for it at the local level. If that's what the money was supposed to be for, then I suppose it'll have to wait a little longer.
