Bear in mind these people live downstairs from me. Our apartments have the same layout.

The exact sequence of events went like this:

The usual noise and slamming and furniture-rearranging or whatever the hell it is has been going on for several hours as usual.

I, in my office at approx 10:30pm, hear running and shouting/laughing. Clearly more than one person is involved, but at least one is a small child.

Running up and down hallway continues. (The hallway goes from the livingroom to the back bedroom, which in my case is my office.) After several more minutes of getting annoyed, I look at my watch and realize it is approaching 11pm.

I stomp on the floor three times, very hard (you know how big I am and how powerful my legs are). I shout, at the top of my powerful lungs, "IT'S ELEVEN O'CLOCK!!" directing my mouth toward the floor.

Considering how well I can hear their loud-talking friend when he is visiting, I'm certain they could hear exactly what I said.

There is a moment of silence, then the child goes running off toward the livingroom. I assume he is going to cry to his mother about the scary person upstairs stomping and shouting.

But no. The noise begins again, more running back and forth and laughing.

So I put on my robe, marched downstairs (I'm sure they could hear me walking down the hallway and across the livingroom. I don't stomp, but the floor creaks), and knocked on their door. The woman answered and the conversation goes like this:

Her: We're trying to get them to settle down. I'm very sorry.

Me: I have to get up for work in the morning.

Her: Yes, we'll try to get them quiet. I'm so sorry.

I nod, and we go back into our respective doors.

And three minutes later it's completely silent down there. And I'm thinking, "Funny how they settle right down when someone ELSE tells you to get on it, eh?"
