Dude, they're fucking advertisements. Not bombs. And the word "hoax" is inappropriate. It's not a hoax; no one called or mailed in bomb threats and the signs all look like some kid's science project. It's the same kind of bullshit guerilla marketing that Sony tried with their PSP graffitti a while back--flashy, but ultimately stupid and a waste of time. And some poor fool is getting charges pressed against him? For what, failing to realize that Boston authorities were capable of such hardcore douchery?
