Shane Beck, 20, of Twinlight Circle, Rockport, and Rachel Miller, 19, of 339 Summer St., Manchester, were charged with being disorderly after they were caught on Eastern Avenue near the intersection with Route 128.
Police said they found the two yelling at each other on the street about 7 p.m.
Beck, who was not wearing shoes or shirt, was placed in a cruiser while Miller stood in the street talking to officers who suggested they "call it a night".
Police said when Beck got out of the cruiser and began walking away, Miller followed him "yelling and screaming", according to the police. She was restrained.
As this was going on, a woman drove up and identified Beck as the same person who had roughed up a teenager at a birthday party earlier. She said the assailant had pushed a party guest into a fence and threatened him before a woman drove up to the scene at the eastern end of Main Street to pick up the assailant and drove off.
