autoreduction. probably too hard to reach point without major prior unionization/politicization
could probably make autoreduction a bit more palatable by holding full funds in escrow to be released upon reaching a particular agreement or policy contract. so not so much a permanent reduction on rents as a holdout on current rents, then released in return for general rent rate hike caps, public commitment to affordable housing (based on wages) etc.
real problem is that small home owners support it to some degree. i don't know, hard to make a class struggle from this one. too muddied.
