[Kaito has never claimed to be a detective, or even a do-gooder. Stealing is stealing, and that's the way it has always been. His motives, his reasons, his driving force behind Kaitou Kid only mattered to himself, his father, and the few people he was able help when he donned the thief's mask and costume.
But even with all of that, he has always been the kind of person to do what he thinks is right, no mater what the consequences are. And after talking to Kairi and hearing about the situation in Goldenrod, it stands to reason that he would say something about it]

... but I've been listening to the radio, and everything's going on as normal. The same programs, the same music that makes you wanna fall asleep, the same dumb callers... everything. Police reports from Goldenrod say that it was just a power outage, and that the Director keeps insisting everything is fine.

Stupid police force is about as unreliable as they come. And if Team Rocket is really controlling the tower, then I wouldn't put it past them to try to at least make things seem like they're running normally.
