But if there were many of them, that tower would be too small to house them all. Perhaps the species in endangered, or fragile. That would explain why the monks hide them.

But to do that, you'd have to- [He stops suddenly, thinking.] ...They keep humans out of that tower. But what about Pokémon, especially those that can be found in the wild around Ecruteak? It might be easier for them to open that particular box.
