I don't think there's any way to really answer your question (isn't the punishment harsh considering his age?)
There are some people who make mistakes, learn from them, and never do it again. Then, there are others who will do it over and over, regardless of the consequences (most pedos fit into this category) because that's just who they are. It's a part of their personality.
I doubt anyone would be able to tell which category this guy fits into, since it's impossible to predict the future, and I think society is erring on the side of caution. It's probably a case of 'yes, the punishment is harsh, but we'd rather risk this guy's future than risk the future of some kids if we let this guy off'. They're probably also taking into consideration the fact that most pedophiles will always be pedophiles, and are always at a high risk of reoffending.
Theoretically, no, he didn't have sex with kids, but he's aiding and abetting those who are (and providing the demand for it). He was found to be in possession of something that he knew was highly illegal (and highly repulsive, to most people). When the laws involve children, the punishments are usually always very harsh, regardless of the offender's age, if he/she is an adult.
I'd say the fact that he got no jail time is a miracle in itself.
