Is it wrong that I hope Ryo was joking and was going to let Dee dash out in the rain, while he waited out the worst of it in the car?

No, it's not wrong, but he would have to leave the car eventually since it's one of the squad's unmarked police cars and the next shift might need it. I think Ryo wanted to shake Dee out of his bad mood, and it payed off because now they get to spend the night together. Ryo isn't good at asking for what he wants yet, so this was a good way of getting it ;)

Sounds like Dee has a nice evening planned. There is nothing like a hot shower and a warm meal to make a night so much better.

Dee has fallen on his feet, thanks to Ryo's subtle manipulation. Get wet so that Dee offers him a ride home, tempt with hot food, and he gets to keep Dee all night without having to ask ;)

He is, he knows Dee well enough by now to be pretty sure he can steer him in the right direction without coming right out and saying 'I want you'.
