Title: Taking Over

The Doctor had a rather blinkered view of Torchwood, and of Jack too when it comes right down to it. He never showed Jack the appreciation he deserved. *Hugs Jack and gives him to Ianto* Ianto appreciates Jack!

I agree with what the last commenter said. That was one of the few times the Doctor made my truly angry. Frankly, UNIT at the time wasn't any great shakes. Hell, they were willing to go along with giving away 10% of Earth's children! Jack at least was wanting to make Torchwood the way the Doctor would. (And ironically, the Torchwood in Pete's World has the meta-crisis Doctor as a member.)

Exactly! Jack put everything he had into making Torchwood into something that would help the Doctor, and all it got him was another lecture. The Doctor treated Jack like a convenient tool to be used when he had a purpose and ignored the rest of the time. It made me so angry.

Not quite the circumstances in which Jack would have wanted to take over, but a good opportunity to rebuild and get it right this time.

True, Jack had to make the best of a sad situation, but he did a good job of rebuilding.
