Yes, exactly! He has this image he projects to the general public and people in authority, but those close to him see through that, because he lets them in.

Of all those Jack hired, Tosh was my favorite, next to Ianto and Owen. Her crime was serious but I loved the way Jack dealt with it. I suspect that Jack felt it was totally unfair to put such limits on her family contacts and that he was thinking of his own family when he circumvented UNIT.

It was a serious crime, but Jack - unlike UNIT - took her motives into consideration. She was trying to save her mother, not trying to commit treason (even though that's what she did) for nefarious purposes.

I think Jack would have wanted to show Tosh that he trusted her, because after what she did and what was done to her as a result, being trusted would have meant the world to her. It would have helped Tosh to trust Jack too, and prove to her that he didn't consider her a prisoner.
