This was as high as Jack could get in the city he watched over. There were taller buildings in Britain, taller still in certain other countries around the globe, but in twenty-first century Cardiff, there was nowhere taller, and he stood at its highest point, letting the wind buffet him.
Down at ground level, there was hardly more than a breath of a breeze to be felt, but up here atop the Bridge Street Exchange building, it was more noticeable. He ignored the occasional chilly gusts; he wasn’t up here to take the air but for the view. From where he stood near the edge of the roof, every other structure in the city was below him.
There’d been a time, shortly after it had been completed, that the Altolusso had been his preferred high perch, and it still had its charm, but the newer Exchange topped it in height by over forty feet. There was no better vantage point in central Cardiff these days.
Ten years ago, the city had been ripped apart by bombs, but you’d never know to look at it now. As long as he and Torchwood remained vigilant, Cardiff and her people would remain safe.
