A/N: Double drabble.
Jack had never wanted to be in charge of anything; it was too much responsibility. He’d worked for the Time Agency, and he’d been a soldier in various wars, both on earth and on other planets, but even when he’d been an officer there’d been people above him in rank, handing orders down to him which he, in turn, handed down to his subordinates. There was always someone higher up that he could blame if something went wrong.
When Alex had killed himself after murdering the whole Torchwood Three team, Jack had found himself wearing the mantle of command. It weighed heavily on his shoulders, even though at that point Torchwood Three had consisted of only one person: himself.
Slowly, unwillingly, he’d built himself a team of people as damaged as he was, knowing that he was responsible for their lives. They were his to command, but also his to protect, along with the city of Cardiff. It was one of the reasons he kept the team so small.
The destruction of Torchwood One had only added to his burden. From leader of Torchwood Three to head of the institute; he didn’t want the job, but there wasn’t anyone else.
